You problem with the engine dieing at idle speed has to do with your air mixture adjustment screw. Right about 400 is when they start to move or need to be re adjusted. I am not sure how the test is done where you are put here your "escort" must be in a car. The test administrator gets in the car and follows you around.

You can feel the difference riding and turning.

The stock tires are VERY thin. I put a hole in one with small piece of stick.

Find the little air/fuel screw, you need a screw driver to adjust it.

I don't remember how much of the carb you take apart to get at the jets but is there a chance you got the float stuck?

the "chop" in "plug chop" refers to the throttle not the actual plug

pull it out and look at it, simply put...

if the ground strap looks like the color of cardboard you are good, if it looks lighter you are lean, if it looks dark / wet / oily you are rich.
