I'm pretty sure in Asian markets there is no reflector, and in Europe, it is mounted much higher, thus the zip-tied reflectors in the US market. Also, the tab is only on the brake side of the forks. Its probably for a different caliper, sensor, or something to that effect, likely on a different mode...

We've had our Buddy 50 for the better part of the decade now. When we first bought it, my wife was using it for commuting in Minneapolis. 3) Seems to me that riding a scooter is more difficult than riding a motorcycle because you straddle a motorcycle, like a bicycle (see #1). But on the scoot you don't need to worry about the clutch or gearbox. Its also way lighter, so stopping at lights there's much less of a concern of dropping it...
