Could be gas and oil. Looks like a lot of grime. Clean it up and try not to get any crud into the engine.

Be sure to check the air filter too. Give it a good clean if needed.

The carb is held on by two black bolts. Loosen them and then tighten the carburetor down securely.

It’s hidden behind the battery. Be sure to buy from a supplier that accepts returns just in case you buy the wrong regulator. I remember having trouble finding the right regulator for my Stella.

I like it a lot. Adds an extra bounce.

I had to shorten the cowl levers to make them work with the single seat but they still work fine.

Any hardware store should be able to help you out. There’s no spacer. If it’s too close you could try using a washer.

The Vespa GTS 300 is also an option. It had an engine upgrade last year. It’s got plenty of power and great weather protection.

Here are some more pictures. I replaced the de-clutch switch with the new Piaggio one. The electrical connections didn’t match so I used a Posi-lock connector.

Runs fine now.

I’ve recently developed the same issue - electric starter not working. The problem turned out to be the “de-clutch” switch. When you pull in the clutch, this switch creates a ground contact.
