Although I am currently (mostly) scooter-less, my rule was always ride until the roads are ice.

I think the coldest I ever rode in was -15 before wind chill, but I was in full blown snowboard gear ...

Foot position, as long as it's symmetrical, shouldn't effect braking.

auto-choke bikes are just difficult to start in the cold.

I would just recommend sticking with it and working on your kick starting skills, you'll need them.
