Depending on where you are located and will be leaving it, theft might be more of an issue than the rain.

350km.....now that I look at it would appear the aluminum wheel and rear drum are a single unit integral piece. Manufacture date was July 2018.

I am guessing the earlier Buddy's with steel wheels ...

Possibly the accelerator pump diaphragm is not seated well now after the carb was taken apart.

Or the diaphragm could have gotten punctured during the carb cleaning process.
