You can de-restrict it and rejet. That would allow you to hit the bottom of the hill at a higher speed. Its just not going to climb like a bigger engine can climb.

They sell a translucent paint at craft stores that can make clear glass look like stained glass. I used some to make a clear tail light lens red. I have only seen it as brush paint.

Sounds like you tried everything I would have tried. Sometimes you just take it apart and reassemble it and it will clear it up.

Great. Can you provide a pic of the exhaust mod? I'm not sure if you modified the pipe flange or the exhaust port. I think the tire made the most difference in your speed increase.
