Just to be sure when checking valves...

...the locking nut is the one in the center that takes a 4mm, while the adjustment is done with the larger nut around the base that takes a 9?

No, you've got it backwards. The 9mm nut is the locking nut, you adjust the tappet itself from the center.

Just to add to what Kaos said. Make sure when retightening the locknut that you do not move the 4mm adjusting screw...Easiest way to make sure? Recheck your clearance after you are done tightening everything down :)
Speed is only a matter of money...How fast do you want to go?

Well, that explains why I've never been able to adjust the sodding valves. Thankfully, I never loosened the actual locking nut...and the valves remained clear anyways.

*annoyed look at self*

I assume a 4mm socket will do for the adjustment screw, since finding a proper sized box wrench seems to be an exercise in futility.

A 4mm square socket is a pretty rare bird also.

Here's what I use...

Kind of expensive but super handy.
