I am going to change rear tire,belt and rollers, does my bike
need to be tuned or just swap out parts then ride

Yep. What the big guy said.
I would reccommend, however, that you replace the stock rollers with 1/2 gram lighter Dr. Pulley slider weights. Your scooter will thank you.
