Headlight issues

So I'm posting this in general discussion because I assume this can apply to more then just the roughhouse.
So yesterday my highbeam and pilot light both burned out, the low beam still works fine.
I replaced the pilot light and noticed that if I flick my headlight to high (which is still burnt out) the pilot light flickers and fades, is this baby cause of the extra voltage that's not being used by the highbeam is creating a surge in the circuit?
If I replace the bulb will it fix the issue?
