HELP! Scooter issues (not sparking)

I recently bought a 2006 tng Venice LX 49cc scooter and it doesn't work. I pulled the spark plug and attached it to the spark plug wire and grounded it and it does not spark, it's a new ignition coil and was attached to a full battery with a new spark plug. Just wondering what the next step I should take to figure out the problem.
