Buddy 50 Turning over to slowly.

I have a 2006 Buddy 50 scooter. The scooter turns over and has spark but the battery /starter turns it over so slowly. I have tried a new starter, different batteries and it still would not turn over quickly enough to get it to start. I think it is possible that it has aftermarket parts that make it harder to turn over? Is there a stronger starter I can purchase for it? I need help please.

So, you're asking us to guess what aftermarket parts might be installed on this? I'm not sure what aftermarket parts would bog the starter down. I don't think BBKs do, but I could be mistaken.

Does the kickstart work to get it started?

Is the voltage at the starter correct? Is the starter relay working smoothly? Is there gunk at the Bendix (the part that pops out from the starter gear) that would be preventing the starter from smoothly engaging the flywheel?
