Do it. Seriously. It's so much fun. I was at my sister's beach house this weekend and rented a 50cc scooter from this place for $30 and spent two hours cruising up and down the beach.
Here's some tips:
*Don't go in the water. Not even a bit. Salt water is infamous for causing troubles later on.
*Keep to the hard sand. Try to use a beach access point because there's usually a gravel road that leads out to the hard sand. The compacted sand is great to cruise on if you...
*Keep to the virgin sand. Avoid following the tracks of other cars. At these points, the upper level of hard sand has been broken and the softer more finnicky sand makes it really hard to maintain a straight line and/or balance.
*Be careful on turns. The weight of the scooter can shift the sand suddenly if you're putting too much weight and lean on a sharp corner.
*Have fun! There were hardly any people on the beach when I went and only a few cars. I felt like I was cruising on an empty eight-lane interstate with the beautiful Pacific Ocean at my right.
Good beaches for driving on are common in Oregon and Washington, maybe N. California. If you don't want to risk your Buddy, most seaside towns have rental places for ATVs and scooters.

As far as I know, they don't allow any kind of motorized vehicles on most CA beaches. Maybe it's by city and I just need to go a little farther up the coast. I wouldn't really think to ride a scooter on the sand, though.
Rentals, for sure. That has to be horrible on the scooters!

i wonder if they make a paddle type wheel that's small enough to fit.....that'd be sweet seeing a bunch of buddy's and rattler's out runnin' the dunes. hehehe
