Something I observed riding this winter in NJ: the engine seemed to have more low-end torque when it was around 35-45 F. Now that the winter weather is gone, so, apparently, is my torque. Any theories? And, more importantly, any suggestions for getting back the torque, even when it's warmer?
I'm thinking about a Tasso Ram air. Their description also suggests a solution to the cold-air puzzle: "Cooler air flow increases performance. Why is this important? As air gets colder, it gets denser. This means you get more oxygen within a smaller volume. More oxygen means more power."
Why is the 4t torquier in the cold?

You answered your own question. Colder air has more oxygen.
