Stella won't run

A friend's bike....
He said it had fallen over. Somehow cracked (!) the oil tank, so it leaks above a certain level.
He said it will start but not run. I tried to kick it but couldn't get it started.
Q: If the battery is dead, as I suspect (haven't dug into it yet), will that make it not want to keep running?
