Spare tire

I just got my spare tire because mine didn't have one when I bought it. Does the spare mount deep side out or shallow side out ? I could only get mine to fit on deep side out. But the plastic cover won't fit because the bolt doesn't reach the mounting hole.

It mounts shallow-side-out so that you can check the tire pressure while it's mounted.
I have found that the plastic cover just doesn't fit over certain tires, like the Continental Zippy. But I prefer the look of the bare tire.

On my scooter it won't mount shallow side out because something is keeping the tire from going all the way. Of course the plastic cover won't fit my Continental Zippy 3. Go figure. Thank's for the info John...
