Rattler 110 spacer/washer on crank shaft before starter gear

New to the forum and the buck 10, bought it running kick start only. The gear was under the seat along with the Bendix the questions I have are.... Is there supposed to be a spacer or washer on the crank before the starting gear?..... And as it is (the gear) concave what side goes out? I'm sure that I will have more questions soon so many thanks in advance for this and what I will probably post in the future!

If you look at the gear, the concave goes out, if it were in it would engage the bendix all the time.
Speed is only a matter of money...How fast do you want to go?
