Nice. What'd you use, a LensBaby? Or the real thing?

Photoshop. :)
I took the original photo, cropped it, duplicated it as a new layer, applied some Gaussian Blur, applied a layer mask, and airbrushed away the area around the scooter on the blurred layer. Took about five minutes. If I spent more time on it, and used multiple blurs, it'd look more authentic, I think.
