PGO STAR RUNNING (NEEDS ADJUSTMENT)

Scooter runs with idle screwout, 12 1/4 turns out from bottom adverage stock from box is 13 turns in and back out.
When is the proper time to adjust round slide clip height as the clone PGO CARB has non adjustiable choke/enrichner/bystarter?
I know I need to buy a airfilter, exhaust gasket, and adjust the fuel mixture screw.
