How to align handlebars?

My handlebars are tweaked to the side just a bit. I've loosened the "C" clamp where the bars attach to the steering stem (like you would on a bicycle seat), but it seems to be "grooved" and it won't go quite where I need it to. Am I missing a bolt somewhere that would allow me to align the bars perfectly? I've been all over the parts diagrams, so any input would be appreciated! Thanks.

There is only a 1/4 inch of adjustment total. You were doing it right but you probably wont get enough

More than likely your handlebars are OK. Tighten that clamp back up.

It's either a bent lower fork tube or axle or both; most probably a fork tube. If it turns out to be your brake side lower fork tube let me know. I have a perfectly good one I can sell cheap.
