So the answer is - It depends on who's reading the question. If somebody is researching scooters just by CL resale values reads the question, they'd probably lean towards the second version. But since your posting the question here, people reading the question would probably gravitate towards the first version.
Me? I'm waiting for the variable-configuration scoot. Big wheeled-high displacement 4T at highway speeds, automatically changing to small wheel low displacement 2T below 40mph. Sweet.

I voted "No." The warranty is very valuable to me (I'm not mechanically inclined), and there are still enough innovations going on that new bikes usually have something I can't get otherwise. The Stella's gone 4T, the Blur is getting the perfect engine size, and the 150 Buddy family has amazing aesthetic improvements.

If I were in the market right now, I'd definitely be looking for a used one. They're so much cheaper than new that the warranty really isn't much of an incentive. You'd have to get a lot of warranty work done to make up for the price difference. Of course, I generally don't buy anything new if I can avoid it, so there's that too. Got my Italia used, very cheap, and haven't regretted it for a second.
