apparently, scooter thefts are the lowest priority for those cops.

That sucks for that guy who lost two. I've never seen that lock before - The Cuff?

The only thing I thought of was the Master Street Cuff lock. Not sure where best to latch it on the scoot, as it sure isn't going "around the body of the scooter".

Ah. That might work. It would be nice to be able to cinch the 'big' loop up, but it's better than the handcuffs! :)
