How do I remove the front (horn?) cover from a Stella?

I purchased a wrecked 2012 Stella with 27 miles on it...not hurt bad at all, just some scraps on one side, a broken mirror, mildly bent front mud guard, and the front horn cover panel has the lower mounting tabs broken off. My question is: how do you remove this cover? The Bottom is loose, bu the top is still secured.

The two lower mounting screws are broken off, but something is holding it on at the top near the handle bars. Can I just pull the top of the cover away from the body/frame and it will "pop loose"?

I plan to remove the cover, super glue the mounting tabs back on, and start riding it.

There is a screw behind the little emblem on the top of the cover, take a small screw driver and push the left side of the emblem to the right and it will unclip from the cover.
