Another starting issue

I had trouble starting my buddy 125 scooter. I added seafoam and it started and stayed running until I let the gas off then it stopped. I replaced the carburetor and the same issue. It won't idle and will only run if I open the throttle.

Stupid question: Have you tried turning your idle up?

Not such a "stupid question" of course. Also, why replace the carburetor before trying to clean or replace the idle jet?
