2013 Buddy 125 - Loose handlebar assembly

I just recently purchased a 2013 Buddy 125 and noticed yesterday that the whole handlebar assembly (handle bar and plastic piece to the left where the start and motor kill switch is located) rotate towards me slightly. I've been looking for a screw that may be loose, but I have no idea where the screw that secures this piece is located. Does anyone have an idea? If it helps, I can take a video of the problem.

The handle bar fits on a spline, so there's no reason it should be loose.

If it's just off, like twisted, at a fixed angle, that's more worrisome - why did someone ever remove the handlebar?
