Gas Gauge Not Functioning

I have a Buddy 125 (2009). The gas gauge permanently sits on the left peg, even when I fill the tank. Just wondering if anyone has had this happen and what is the least invasive way to fix? I suppose the problem is either at the tank or in the multi meter. Any thoughts as to how I would test to see where the issue is?

That thread should give you all the information needed to find the problem with your fuel gauge, except for the part about the speedometer cable, which has nothing at all to do with the fuel gauge.

Followed the instructions in the above link (to test sending unit). So, seems like the problem is at the gauge (resistance measured fine). However, I can't figure out how to fix it. Any tips on taking apart the speedometer unit? I have searched the forums with no luck. Thx.
