How cute?
I thought they'd be easy to find, but I just Googles for a bit and found mostly skulls, flames and eagles. Not so cute.
How about bling?

Cute, huh?

Right now I'm using a Pittsburgh Steelers frame I got at a sports-themed store, rather than a motorcycle-oriented shop. I think you might just have to keep your eyes open, and one will pop up in an unlikely place...

My avatar shows my license plate frame. Obviously it is custom. I got it here:
http://www.engravenet.com/
The link for scooter frames is:
http://www.engravenet.com/miva/merchant ... Code=licfr
Of the three options the right hand one is for scooter/motorcycle.
They will engrave on it anything you want. Within reason of course. I bought three at once and paid $13 each. Shipping was $3 each.

Consider a custom frame?
I have bought a number of things on Etsy that I have liked. Several of them I found some artist doing something I liked, and then asked for a custom version.
They've all been delightful and happy to do it.
http://www.etsy.com/ Search for license plate frame (and some will give picture frames) but some creative and unique stuff is available.
For example, if I liked Mardi Gras beads I might contact this artist and ask for a custom one: http://www.etsy.com/shop.php?user_id=7512549
(I have no relationship with Etsy nor any of the artists on there, just a happy customer buying US made stuff direct from artists.)
