According to police, the boy approached the victims and said, "We're going to play a game. I'm going to take your scooter."
Aww man, I hate that game.

The worst possible thing that could happen when I was a kid playing with other neighborhood kids was "Mommy, John said he wanted to be the red ranger, but I called it first! It's unfair!...AND HE CALLED ME DUMB!!!"

Honestly even with the kid saying "Let's play a game" I just cant see a 11 year old boy pretending anymore. Maybe a 6-7 year old will play cops and robbers with the other kids, but a 11 year old? Come on. The kid stole the toy scooter for real even if he used a plastic toy gun to do so. EVEN POLICE OFFICERS will believe it is a real gun when flashed a weapon that is realistic looking, kids in the past have been shot and killed by officers strolling through the neighborhood after pointing a realistic looking toy gun at the officers. If a grown man cant tell the difference from the distance, how can you expect 2 poor children to believe the gun is fake?

The kid is way too young and the crime to petty to go to jail or juvenal detention with the other delinquents worse than him, but he deserves some sort of punishment, like no recess for a whole week at school, or no desert after dinner, or no TV.
