use zip ties to keep the rack in the down position, then secure your cargo

I have some strong, short Velcro straps I use to keep the racks down when in use.

+1 I have velcro straps that I just leave wrapped around the rack so whenever I need them they're there. You can get a big roll of double sided velcro at harbor freight for cheap.

Yup. I keep a couple under my seat and when I need to use the rack, they work just fine.
