Well, that isn't so great, but I think I know where he got the idea. Folks have been doing the so-called Vanguard conversion to Cushman scooters for years. Vanguard is a line of Briggs & Stratton V-Twin motors that are in a low state of tune and are intended for commercial purposes. Here's a pic of a Cushman Vanguard convert.

The scoot that jrsjr shared is kind of nice. Not exactly my kind of scoot, but nice all the same.
The one listed in that ad is atrocious! It looks like someone went around town stealing scooter parts and slammed it all together and stopped working on it the minute it started running.
I guess it might be worth $400, but I'd probably push for $200 and consider it an experiment that might end up wasting money.

The thing with the B&S engines is that for the most part, they weren't designed for applications like scooters. Really low hp/cc; I think they went up to almost 300cc and pushed only 8hp or so. They really are meant for industrial uses, like plowing or whatever!

What a hack job!
Musta had a Chinese scooter with a blown engine (surprise) and a snow blower with a busted auger, threw them together (with a chain drive!!!) and sellin' it on CL!
I think he's also got a BBQ rotisserie powered by a garbage disposal and an electric toothbrush combined with a garage door opener.
