When is fuel gauge needle supposed to move?

Usually my fuel gauge needle moves as soon as a move the key to the on position.

In rare occasions, the fuel gauge needle will not move at all until I push the ignition button and the engine starts.

Is this normal behavior? I guess not really a problem since it does work, but it's scared me a little the few times the needle does not move instantly.

it's normal. sometimes mine takes a few moments to move. I'm like "I just filled up and went 5 miles, how do I only have half a tank?"

I look down a moment later and it's fine.
