I highly recommend Carhartt thick insulated arctic quilt (yadda yadda yadda) overall pants to cover the lower half. They're easy on and off, you can wear your street clothes underneath, and they're super warm. For longer rides, I'd still wear a baselayer. They run about $100.

reference the Carhartts.... I got them a few weeks ago, and gave it a good successful field test today. 60 mile roundtrip ride, mostly on highways 60mph+, late afternoon one way, after dark the way back. The only cold body parts were my face (some wind getting into the helmet), fingers and toes. The fingers and toes are always going to get f*d up no matter how many layers you try to put on. I think I need heated gloves. Who know's, that could've also been early stages of hypothermic shock with my blood shunting the furthest extremities.
