What I don't get about "Mods"

Oddly enough... I had the same though process. That'd be kinda fun, but what would you call that bunch? (Cow)Tippers?

How would that work though? Rocker beats mod, Mod out-cool's Tipper, Tipper has more leather than Rocker?
