Horn issues

Wife has a buddy 150 and noticed the horn is not always working when horn button pressed. I put a meter on horn connections. Noticed I get 12 volts to horn when relay clicks but no 12 volts when relay does not click. So it maike since but do I have bad relay or horn switch. Guess i need to ohm out the horn switch but I am thinking bad relay. Anybody else had problem like this. Thanks, Metty
