Seems like an okay starting point to me if it's in good condition. Find out what service has been done to it. Can they document that they've done the service on schedule? Have they swapped out the rollers yet? It has new tires, so that's a good $80 (+labor) there. Though it looks like those are Prima whitewalls, which a number of us have had bad experiences with. I'd offer them less, maybe $1,100, since that's normally expected. You could even start at $1,000 hoping to land at $1,100.
