where to put velcro for scooter skirt

I need to re-do the placement of the velcro for attaching my scooter skirt to my Buddy. Right now, it tends to get air caught up underneath it some how, which of course defeats the purpose and often pulls the velcro loose.

Anyone who has theirs on right want to describe/show some shots of where they placed the velcro?
