Yes, that is a charging lead connected to your battery. It makes it easier to connect up a Battery Tender or some other charger without having to lift the floormat and open the battery compartment. Some dealers install these as a courtesy, or to charge the bike on the showroom floor from time to time.

nice little perk - thank your dealer when you see them.

great to have especially if you get real winter and don;t ride all year or add lights
