dropping the front fork assembly

I bent my forks in my wreck back in July. I tried to drop each fork individually from the main stem, but ended up breaking one of the 4 bolts in the old fork set. Now it looks like I need to drop the entire stem from the top, which I initially wanted to do anyway, as I had already bought the entire set. Question is, I already dropped the large bolt on top that runs between the first 2 pictures, connecting on each side. Then there is a very large diameter collar in the third photo. How do I maneuver that, and do I need to take the headset components off again?
3.Front fork checking:
If it is bent or cracked, please replace with a new one.
That's all the help I get from the Buddy manual. Thanks for nothing.

anybody, anybody?? this collar is becoming the bane of my existence.

*UPDATE* I was able to pick up a beefy pipe wrench from Lowes that made work of that collar, and it took a bit of muscle to finally drop the forks. After a quick regrease and cleaning of the ball bearings, it was back on and ready to go. Unfortunately now the front rim is bent and there is a little wobble. Next fix is finding a new front wheel.
