This person wasn't too keen on maintenance. Their suspension seized but they just kept on riding for who knows how long. All impacts and vibrations are now being absorbed by the frame. It can only last so long before metal fatigue sets in. That's what happened. The absence of suspension caused the frame to weakened and eventually split/bend.
It looks like an old cartoon with an anthropomorphized Buddy scooter recoiling in shock. All it needs is wide eyes and some anxiety perspiration flying off.
I so wish had mad photoshop skillz. And talent. Yeah, talent would be good...

I'll bet some 'numb-nuts' would think it's some sort of cool 'low rider' scooter and ride it.
Is the 'abuser' owner still riding it in that condition?
Any chance of him parting it out?

When I first saw it, I thought it was some kind of custom air suspension buddy. No such luck. Apparently the owner dropped it off at a shop with a note asking them to check it out. They rode it until it hit the floor. They have no clue what kind of danger they were in. Ignorance is bliss.
