I have a 2012 Buddy 50, and I notice only the upper front turn signals will flash. The ones on the leg shield do not.
Is this a quirk of U.S.-spec Buddys or are both the lower bulbs burnt out?

The lights in the front cowling do not meet the proper specification for US turn signals. Therefore, they are disabled from the factory. The handlebar turn signals are mounted for US export, as they do meet the proper spec.
I doubt the bulbs on the front fascia are burned out, because they have never been connected to anything.
There are options to re-enable these lights as turn signals (use the search term "Buddy turn signal doublers") or to repurpose them as running lights (use the search term "Buddy Deadlights").
