Chaising down a non-start issue this Spring on our 125 Buddy.
Seems to have a spark, so fuel next.
Is there a drain on the carb, short of pulling the line and weeping all over the ground?

Yes. There IS a drain in the bottom of the carb. It is in the form of a screw. You will still, however, getting the weeping you are concerned about, because, in order to access it, you will need to loosen the clamps holding the carb and rotate it upside-down. If you do that, you may just as well take the bowl off and clean it properly.
Sorry, no easy solution. That's probably why nobody responded.
