NBR: Honda Express (NC50) Basket Issues

I could use the collective help of the scootering universe. I've got a buddy but I've also got a smaller 1978 Honda Express that I recently picked up a basket for.
I know this thing fits because the bracket matches the holes in the frame. However, I can't for the life of me figure out what bolts the holes on the fork take. I've tried metric 5mm, 6mm as well as some some American screw and bolt sizes. nothing works.
Is it possible that these holes aren't tapped?

You just want to put a basket on your Express, is that right? But not sure what size bolts will fit or if the holes are even threaded? Do the holes go all the way through where you could put a nut on the other side? Were the 5mm and 6mm too big or too small? It's kinda hard to help without being there... I think there is someone else on this forum that has an Express if I remember right, but I might be thinking of something else.

Yes. 5mm goes right through the hole, 6mm seems the right size but doesn't want to thread which led me to believe the hole wasn't threaded.

The holes go all the way through the fork of the frame however they are in a place such that there is no way to access the rear of the hole. The holes are on a hollow square section of the fork that is, apparently, completely sealed off.

I've already got a thread started there, so far, no response... thus, why I came here.

Maybe the thread spacing is off on the bolt you got... It could be 6mm with 24 threads per inch or with 32, I'd look into that.

That's mostly an American standard. The 6mm and 5mm both have a fairly wide 'standard' for pitch and teeth in the metric system. It's only in the extremely complicated American system that you can have the same diameter with many different teeth frequencies.
I did, however, try an analog for the 6mm in ANSI in both 24 and 32- neither worked. It's a serious mystery... my next step is going to be to try and take it up to a bicycle shop and see if they can tap the holes for me.
