more parts for my vino

My poor Vino has been broken down for 2 weeks now. The only scooter mechanic in my area says the scooter is "fine". I don't call oil splatters all over the place, oil on the air filter, oil coming out of the breather, and blue smoke coming out of the exhaust "fine". Seeing as I'm on my own for getting this thing fixed, I bought a bunch of parts and I'm hoping one or more of them will fix my problem.
My guess is the piston rings have gone bad. Maybe the scooter was running lean. The same mechanic that said my scoot is fine was the one who installed all of my parts before, including a rejet. I kind of wonder if the wrong jet ended up in the carb. Or it could be because I disabled the accelerator pump (doubtful). Or the jet could have been installed correctly, and the pump doesn't matter. It could be the wrong jet all together. The guy who recommended it to me was at a different altitude so that could have been the cause.

Some of the stuff like the belt and brake pads are for maintenance. I'm at 5000 miles so I figure its time for that. The reason I got the clutch and variator is because I've read reviews that say the Vino can go 60. After I had my Dr.Pulley variator installed for the life of me I can't get it over 50. Considering I only weigh 130lbs I think thats pretty bad. So hopefully we can fix that.
The mechanic said something funny about installing the new var. "I had a lot of trouble getting it to go on. You're lucky the kick start still works."
