when I look at the headlight on my buddy 150 there is the main headlight bulb in the middle, but on the bottom there is a small (what appears to be a silver small bulb) I have never seen the small "silver bulb" light up, what is it, does it light up or is it another "dead light" type thing.

I've wondered the same thing. It is non-op on my scooter.

I don't know offhand what term Genuine uses to describe it, but that is a 'marker' or 'pilot' light. It's pointless here in the US where the vehicle is configured for always-on headlights, but in other countries they serve to help make the vehicle more visible even if the driver doesn't choose to have their headlights on.

I find it handy to have for visibility in case of headlight failure at night, been there.

I called my local buddy dealer, North Hollywood Scooters, they said it is a light that doesn’t work in the USA, but does work in other countries, so it is like the dead lights (the two non functioning turn signals that are located on the left and right side of the lower front of the Buddy Scooter (150). These turn signals, commonly referred to as "dead Lights" do not work in the USA, because they have been replaced by, easier to see, turn signals located on the handlebars. I did order a few wires from Voodoo Scooters that make the "deadlights" flash with the turn signals that are on the handlebars. It is an easy fix, and lets people in front of you have more turn signal lights, to notice your intentions to turn.
I have learned that Buddy scooters are sold in different countries and are adapted to the laws in each country, with as minimal changes as possible to keep the price down and avoid retooling manufacturing machinery. So in the USA there are some non functioning lights.

I wonder if there is a way to hook up the marker light in the headlight.
Maybe replace the bulb with a yellow LED....

Many of us like converting those to functioning lights! I don't think anyone's connected the "pilot" in the headlight.

Is there a point if it'll be overpowered by the headlight at all times? I'm sure it
can be done. The wiring may even be in there, though last time I had the Buddy headset open, I didn't check. It may be as simple as connecting the wire!

My guess is that it's a marker lamp for countries that don't require a full headlight to be run at all times. Probably accompanied by an off-lo-hi handlebar switch where we US guys have a hazard switch.
Sorta like the overnight dim parking lights mode on my MINI Cooper, required in Britain, I hear, if you park on the street.
