What is this accessory?

I've seen several photos with this bar installed. What is it? What purpose does it serve?

That is the set of passenger footpegs that comes with the purchase of a set of cowlbars. The bars themselves bolt to the footpad using longer bolts, and those passenger pegs can be bolted there at the same time.

everyone I've talked to locally said they hated them and took them off but left the cowl bars.
Others have said they take the brunt of it if it gets blown over.
Since no one has been on the back to date anyway, I'm not too worried about it. if you want a set there are a few of us that had both black and chrome extra bits to sell if you wanted them.

They definitely do that. When Luna went down before her big crash her buddy had basically no damage to it save for the side of the footpeg getting scraped. (she had no crashbars on).
I find that they are extremely comfortable for your passenger. The buddy's step-trhough area is sloped in a way that there is no comfortable position to keep your feet flat on a surface, these footpegs definitely help with that.

Did they get in the way of the rider at all (no passengers on board)? Meaning that sometimes when I come to a stop in traffic, I need to "walk" my scooter a step or two forwards. Would they hit my calves when I do that?
I have given some thought to buying some, which is why I ask.

They would for me, but I also have to 'back' out a bit to take off, and my leg base is such that I couldn't waddle out any further.
The cowl protectors do widen the foot rests anyway, and I doubt too many people take a passenger coast to coast or anything.

I don't care for them at all, but a friend who rides her son on the bike ( he is 7) loves them for him...so I guess it matters how vertically challenged you happen to be..LOL

On the other hand I never had an issue when I rode her buddy so it may just be an issue of posture.

It's true that they poked my calves while I stood- but I also am a shortie, with large calves and I think I bruise easily. They are WONDERFUL for passengers, but annoying enough that I was going to take them off while I wasn't actually carrying anybody often... UNTIL I did a deliberate low-side in response to a cager short-stopping in front of me with no signal for a left turn, and saw that the footpeg kept the Buddy from really colliding with the ground because the pegs stick out a good inch or two on each side! Then the aggravation became very much worth it.

If someone makes me low slide any damage will be covered by the fact that I will sell their kidneys
