FINALLY got the buddy back together!!!

Oh happy day! I finally finished putting my scooter back together, adjusted the valves, replaced all fulids/filter, plug and put a real shine on the thing.
I do have 2 issues. First, whenever I turn the blinkers on it buzzes from the indicator switch and the lights stay on, they do not blink. I unhooked and re-hooked all the electrical connections and that did nothing. All the lights work, just the blinkers are staying lit and the switch is making a buzz, not a tick of any kind as it should. I'm not running on a batter currently, but I don't know where that would make a difference. Suggestions, as all bulbs work and are bright?
Second, after adjusting the valves and replacing all the fluids and plug I let it idle for 20-25 minutes before attempting to ride it. I cannot break 40mph! I got it to 38 on the speedo on a flat surface, around 30-35 uphill. Now I am 245lbs and living in Denver, would it effect the speed that much? When I was in Lexington, KY I was almost 280lbs and could get the scooter up over 50. I cleaned the carb out, it has fresh gas, 0 hesitation off the line and it's not acting like its starving for fuel/running rich. It does only have 535 miles, is it still being broken in? I have tried to baby the thing never really going above 3/4 throttle and only hitting 50 a couple times right before dissembling it. It would totally suck if I can't go faster without major work, then again, it is a 125!
