Lower front turn indicator lights on Buddy 50cc

I recently realized that the lower front turn indicator lights don't work on my 2006 (may have been a 2007) Buddy 50cc. New bulbs don't work-its the lights themselves that don't come on. Has anyone else had this problem?

The rear turn indicators work and the front turn indicators just below the handle bar work but not the lower ones.

Those are not turn signals, just running lights. But can be modded to become turns.

This is by design - Genuine and the US DOT, not PGO's.

The body-mounted signals on the original scoots are too close together and don't meet DOT specs. Genuine, therefore, had to add (or have PGO add) the handlebar-mounted signals before it could be legally imported. The original lights are simply disconnected, and the wires from the new signals are connected in their place. The old ones are know as 'deadlights' around here. They can be hooked up to operate as a duplicate set of turn signals or as full-time running lights, with a little homemade wiring or one of Voodoo Scooter Parts' wiring kits.

Yeah at least you guys still have the lights there.
Honda completely took them out and put a plastic cover over the holes when the Sh model came to the US.
