Would something like this work?

My concern is the securing of the bag, it's almost 13" long and my rack is only 9 3/4". Not sure if the rear velcro strap would be able to reach the rack.

Not a bad idea. There are some others that come up below as "related items" on Amazon that I like even better.
You could always fashion a rigid plastic base to put under the bag as an extension of the rear rack. Just be sure that no matter what you do, don't exceed the weight limit of the rear rack with the contents of the bag.

Yeah, I saw all the other bags available, just picked this one at random (plus being insulated is a nice perk).
Good tip on fabricating a base for the bag!
What is the weight limit for the rear rack? There is no info on that in the manual.

There are a lot of tail bags made for motorcycles that would fit the bill and might be easier to secure to a rack. Some are much larger, even.

Ok, I ended up with this:



Walgreens has backpacks on sale this week, BOGO. So for $10.99 I got 2 of them, one camo & one black. There is only a hoodie in the b-pack for these pics, wanted to just get a feeling for how it would look tied down. It will hold a LOT more.
So, for a cheapo way of carrying extra crap, this looks like it might work.
An added bonus is that it's easy-peasy to take the b-pack with you when the scoot is parked.
