what it would cost to fix it, it would be cheaper just to go buy another cheap chinese scooter.
you can get a new taotao for around 500 now.

I've occasionally found reasonably priced bikes in Phoenix. Best I've ever done on a Craigslist bike was my '84 Riva 80. Running bike for $40. That said, I just hauled a bike down here that a friend had bought a while ago and needed it worked on. '85 Elite 150; it's a certified Phoenix tweaker scooter. Words cannot fully convey how bad it is!
At what point does a hobby become an addiction? I'm uncertain, but after the twelfth scooter, it sorta feels like the latter...
