Too much oil?

Searched for a bit and didn't have a lot of success pinning down what my problem might be. I got my scooter back in March with 1800 miles on it from a gal who had left it sitting under a cover all winter with gas and oil still in it. I changed the oil and filter and emptied the gas, and have used seafoam every tank of gas. The scoot has been running okay, my top speed is about 55 bmph with 65 bmph on a good day, down hill. I changed the oil about a week ago as well as the gear oil and ever since my scooter won't start, electric or kick. I can get it to turn over and start when I give it a fair amount of crank on the throttle while hitting the starter, but it often will sputter and die. After getting it to stay running for a few minutes while giving it gas it usually stays running but does die occasionally. I checked for vapor lock, there is none. The air filter is dry and clean. Wondering if it could be too much oil (only added the 900ml) or maybe even gear oil (added 90ml)?

Also, I had a pampalona a few years back and don't remember the buddy being so gutless, does the extra 25cc really make that big of difference? I swear everytime I hit the throttle there is a few second delay until it decides to go and when it does it takes it's time. I'd say to hit top speed on the flat it takes about 45 seconds or so, maybe that is normal? Any help is appreciated!

Have you cleaned the carburetor?

The Engine needs 3 things to run, Fuel, Air and Spark. Changing your oil shouldn't affect any of those 3 things but it's possible there was some junk in the fuel tank from sitting so long that clogged a jet in the carburetor.
