starting problems

My 2007 Buddy 125 scooter is really hard to start. It will start kick starting after several attempts. The problem is this is killing the ankle I broke a couple years ago.
The kick start sometimes slips too and that hurts.
I have taken the scooter in but there is something wrong with the shop I go to. They can't seem to fix it and I can't afford to continue taking it in to them. They replaced the voltage regulator and did a 'full tune up'. The manager is sarcastic when I try to explain the ongoing issue which I have had for over a year. The scooter has 25,000 miles on it. I use it a lot.
Problem:
When starting with the button, it overruns like it can't turn the starter clutch (or something). It won't crank until it starts like it used to. It clicks then overruns and it is over until the next try.
On some attempts it will click like it is trying to move something that is too heavy and doesn't overrun. With enough tries it will start in warmer weather most of the time. I had a big bore kit installed a while ago and wonder if that is causing it. I think the bore kit was a mistake. The starter problem is worse in the cold weather. Someone else on the web said they had what sounded to be a similar issue and wound up fixing it by doing a valve adjustment. I replaced the starter and the starter relay. I thought of replacing the CDI too. However, a few years ago, I installed a 'performance' CDI. I have a high performance coil wire as well.
Not sure what else to do at this point. Anyone have any ideas?

Check the auto choke maybe?

Was the stator ever replaced...maybe during the shop tune-up? That is a lot of miles for the stator to last.
